Central Bureau of Investigation today furnished a copy of preliminary probe report to Himachal Pradesh High Court regarding the mysterious death of forest guard Hoshiyar Singh in Mandi district in Month of June this year. The counsel for the CBI in Himachal Pradesh High Court Advocate Mr. Anshul Bansal told that agency has handed over.
Central Bureau of Investigation today furnished a copy of preliminary probe report to Himachal Pradesh High Court regarding the mysterious death of forest guard Hoshiyar Singh in Mandi district in Month of June this year. The counsel for the CBI in Himachal Pradesh High Court Advocate Mr. Anshul Bansal told that agency has handed over the probe by the high court on August 13 and it had lodged three FIR at police station Shimla after taking over the probe from state unit of CID regarding the alleged crime. He said that agency has moved on its own before the Division Bench of Acting Chief Justice Mr. Sanjay Karol to furnished the preliminary probe report to the Court.</p>
The Agency has apprised the Court that it had filed three FIR in the case and seized over the matter from State CID unit and now it has expedited the probe and searched the spot sites currently collecting the evidence in the matter. He said that court did not fix any next date of hearing and the CBI would go in the court with another status report however he did not divulge the detail of Preliminary Elementary report submitted in the court today. Earlier on Aug 13 Division bench of acting Chief Justice Sanjay Karol and Justice Sandeep Sharma had referred the case to CBI as a Public Interest Litigation was pending in court for last some time</p> <p>CBI has instituted a special investigation Team led by SP Mr V.K. Dirdi and In-charge of Shimla CBI sleuth Mr RD Sharma as the agency had lodged three FIR into the death of Forest guard as two FIR were lodged under the Forest Act on some unknown persons. Currently, Five persons are in Judaical custody arrested by the CID investigating the crime. The CBI sources said that court would produce the accused before the Special CBI judge Shimla to further seek their police custody to further probe the matter.
On July 22 the Amicus Curie appointed by the High Court in the matter demanded to hand over the case to CBI to ensure the fair probe in mysterious death of 22-years-old forest guard, Hoshiyar Singh, in Seri-Katanda beat of Karsog division, Shimla district, Himachal Pradesh. The crime draw hue and cry by the local people when state police converted the alleged murder into a suicide case alleging that Hoshiyar Singh had left suicide notes and diary on the matter.</p> <p>As the High court registered PIL in the matter state police handed over the probe to state CID wing which held that Hoshiyar Singh had left a diary naming six people including the Block Officer, Tez Ram, for harassing him. The victims dairy exposed the alarming exploitation of state forest wealth and stopping him to perform his duty honestly. The honest forest guard reportedly turned the eyesore of forest mafia including some black ships in the departments when he had tried to bring the report regarding illegal axing and green felling in the DPF forest by the mafia in the in the knowledge of higher officials.
State CID and CBI sleuth preliminary investigation hint toward a major sheltering of Mafia and brave story of an honest officer in the matter. As per police, the guard had also mentioned about the threat to his life from the mafia. Based on these allegations, a four-member team of the forest department had inspected the beat in which the guard was posted. The team spotted over 490 stumps of axed trees in the only 810-hectare area. Over 235 of these trees were illegally felled.
